No additional tragedy is needed to act on documented harm
Communities do not need another death before existing evidence deserves attention. The work is to identify harmful practices, responsible decision-makers, and effective remedies.
The Justice Department's June 2023 Minneapolis investigation found reasonable cause to believe policing involved excessive force and racial discrimination, among other violations. That report provides a concrete institutional case. It should be read as a dated finding, not an unverified description of every current practice. [S07]
For each claim, record the source, date, comparison, limitations, and conflicting evidence. A statistic about stops is different from a statistic about residents; a complaint count can change when reporting access changes. Clear denominators make accountability stronger.
Ask what would interrupt the mechanism: better data, independent review, changed policy, enforceable oversight, or another remedy supported by the case. Evaluate actual results rather than assuming a reform worked because it was announced.
Learning task: select one report finding and propose a measurable remedy. Identify who can implement it and what evidence would show progress.
